Greetings Pastors, Church Treasurers, Finance Teams, SPRC, and Others -
As you are aware, during the last two weeks of March, Congress passed and the President signed legislation related to the current COVID-19 pandemic. Both the CARES Act (Coronavirus Aid, Relief, and Economic Security) and FFCRA (Families First Coronavirus Response Act) aim to mitigate some of the economic impacts brought about from COVID-19.
Since the legislation was released, I – along with many others – have been learning about the new laws and trying to best interpret what they might mean for local churches and other ministries. Our UMC partners (GCFA and Wespath), other Annual Conference Treasurers and leaders, various other organizations, and I will continue this work in the coming weeks as new information and further guidance is released.
At this moment, the Kentucky Conference does not have a position on whether local churches should pursue the options presented by any legislation. Local churches should consider their own situations and consult with local counsel in considering the application of the Act to their circumstances.
As we continue to explore the legislation, however, please allow me to share a few thoughts:
Sources of Information: I encourage you to be selective in your sources of information. Many organizations are putting out accurate and helpful information. However, not all sources understand the uniqueness of church dynamics and United Methodist polity – how local churches are connected legally and relationally to the Conference; group ruling statuses; clergy tax status, etc. See below for those sources best equipped to offer information:
Helpful Documents: All of the above sources have an abundance of resources on their websites. See below for a link to a few significant documents. Also note – please check the date on any documents you read. Rules and implementing guidelines are changing rapidly. Even the most trusted sources have released updated versions of documents in light of changes.
